You are logged in as a user who does not have the permissions required for this particular action.
1. Check this users SCOM user role in the Operations Manager console. If the user does not have the permissions required to complete this action then they may need to log in as a different user, or you may need to elevate the user's permissions. See How do SCOM roles and permissions affect what users can do in Squared Up?
2. If you are trying to perform the 'auto configuration' action from the diagnostics page you will need to be logged in as a SQL admin to do so. See Configuring Data Warehouse Permissions through the Diagnostics page
